CRS reprojections

For some tasks it is needed to reproject geometry from/to unsupported CRS. It would be good to have possibilities to use extended transformations functions, that can accept CRS definition in common formats, like proj or WKT

I think ST_Transform should already be able to do this

ST_Transform works with statical linked projection database and three is no possibility to add new one or set up projection as WKT OR proj string. As well as get set up crs in the db
