improve error msg when unable to unbond because no state update is submitted for the transfer_proof_height

i think the error "raw_log: 'failed to execute message; message index: 0: rotation could cause fork before
genesis transfer: unmet precondition'" needs to be improved because it can be the case genesis transfer happened, but the proof height is not yet submitted to sl.
