Research libp2p discovery and peer information exchange and create an RFC that proposes an application that can resolve Peer IDs, registered by storage providers on-chain, to multiaddr's in the libp2p network so clients can connect to the storage providers to fetch files. The deliverable for this issue is an RFC that explains the purpose, design, and use of this application.
