Layout broken until reload?

There is a subtle problem with the HR at the top of the main page where sometimes it doesn't take the whole width of the page. On reload though, it gets fixed.
It has to do with the language images since this didn't happen when these images weren't there.
Leaving the issue here for now since it seems tricky to fix.
Perhaps the best way to fix it will be to re-implement the language flags in a more standardized way.
