Absentee and mail-in mean the same thing in our schema.
Although, you can have absentee in_person_start and in_person_by because some states let you drop off physically as well on specific timelines.

election.py and Colorado/elections.toml need to be updated

Missouri also has different requirements for absentee vs mail-in.

I'm also seeing on FVAP for OK that there are three steps in overseas_military

  1. Register
  2. Request
  3. Return
