Elm Route Maintainer MIA

It's been a while since @gjaldon has had any github activity, and the Elm Community version of elm-route hasn't been published yet: https://github.com/elm-community/elm-route

This PR has been open for a while & I would merge it, but I don't want to change the readme if users can't run elm package install elm-community/elm-route yet.
And I don't know if it's appropriate for me to tag and publish the repo, even if the maintainer hasn't been around for a while.
