When update code in HTML, The data in browser won't change. Require shift+F5 to reload.

How to reproduce:
-Add some html in html then save change: no change in browser required shift+f5 to reload else wouldn't reset data.

As you might know, the hot reload is only works on the backend it self,
And for the frontend, it still require manual refresh to reflect the data from backend.

So yes, it's normal.
