Footnotes Outside Headings Not Processed

I encountered an issue while exporting an .org` file to .docx (but the same proble occurs with other formats, like .rtf).

Footnotes included in paragraphs that are not part of heading
s (like at the beginning of a text) are not being processed correctly. These footnotes are not processed, leaving the [fn:X] mark and no footnote.
