Add the ability to insert a url in the alert banner

Please add the ability to insert a url in the content box alert banner that can be activated a the top of the Library Search, so that users can click directly on pages we are directing them to instead of needing to copy and paste the link text.

Use case - we used the banner to direct users to a survey to collect feedback on our list of terms for the harmful language remediation project, but we were unable to hyperlink to the survey. Our response rate was low, and we think it would have improved if users could have clicked directly on the survey link.
