Ideally any variables like {{PAGENAME}} should be parsed on the basis of the search query.

That's an interesting concept. I think you'd want to make it optional, since often the header/footer would be the same across many/all pages which would not make for very interesting search results.

Personally I will not be able to spend time on this feature request.

Indeed, or it could be header/footer exclusively for the search results area. It is even more interesting when a user gets 0 results from the wiki, at least they have ready made links to look up the word elsewhere.

If you want to attempt to implement this, you'll likely need to use a MediaWiki hook to inject additional text into search indexing. You might find what you're looking for in https://www.mediawiki.org/wiki/Category:MediaWiki_hooks_included_in_SearchEngine.php
