Rinari repository use an old /inf-ruby submodule/. And Emacs add it in =load-path=.
You can check this with this steps:

  1. =[M-x inf-ruby]=

  2. =[M-x find-library RET inf-ruby]= :: find the loaded inf-ruby library.

  3. =[M-x pwd]= :: check out current inf-ruby path.

    I report an issue to inf-ruby repository at [[https://github.com/Autoloading failed to define function inf-ruby-minor-mode nonsequitur/inf-ruby#48][here]].
    And two relative issue are [[https://github.com/autoload of minor mode fails  nonsequitur/inf-ruby#46][here1]] and [[https://github.com/autoload of inf-ruby minor mode fails  dimitri/el-get#1622][here2]].

Yeah, I'll think about removing all the submodules, and maybe using a Cask file instead.

The only supported installation method these days is package.el, via Marmalade or MELPA: I'll update the README accordingly.
