Not sure if there's already a plan in place for this or not, but wouldn't it make more sense to ask the teams what would work for them and collaboratively convene on what that looks like together? This way, if the teams who are going to opt-in to the CoC are the ones writing it, they're much more likely to actually follow through on it.
