tx state changed from DROPPED to INCLUDE

the program i had developed was based on ethereumj which the version is is d30de12.
it is always work fine in few month until 2017/06/01.
some tx was weird when tx was marked as DROPPED on onPendingTransactionUpdate and few blocks later it changed to INCLUDED.
dos anybody has some idea why the status was marked as DROPPED.
the comment beside the DROPPED was "This is the final state".
is the other peers pass me the wrong state or my library was too old.
i do not want to upgrade the library unless is necessary.
