As a user of the ultra-light node (without a chequebook) I would like to know how close I am to the free time settlement threshold in order to avoid overcoming it and get disconnected to the network.

It would be good to this information in an endpoint that returns a metric between 0.0 and 1.0, where 1.0 is the threshold value.
