[EPIC] Postage stamps

Rationale

Postage stamps will be used for basic spam protection in Swarm, both for storage and PSS.
The SWIP https://github.com/ethersphere/SWIPs/blob/master/SWIPs/swip-8.md describes the building blocks for postage stamps.

We also need to identify the user stories for normal postage stamp operation. How does the user interact with the system? What does the user need to do in order to be able to upload a file correctly to Swarm? To send a PSS message? How are the postage stamps attached to his request?
