There needs to be a way to get all releases for a package #1

There needs to be a way to get all releases for a package. Without this, package managers can't enforce semver version ranges because they won't be able to find the maximum version that satisfies a given range.

I haven't dug deeply into this, but once I do I'll create a PR.
