Issue Description

I'm trying to to run my own verifier above the test data but I have trouble validating the signature of /SE/2DCode/raw/1.json.

At the moment 268 tests run successfully and I cannot find any problem on my side.

Is the signature correct of this file? Can someone please verify this.
