(cross compilation to windows on MacOS

Environment

Rust version (rustc --version)
rustc 1.73.0 (cc66ad468 2023-10-03)
MacOS Air M1 2020

All my own attempts at Rust cross compilation have been failures so far. When you figure this out, please let me know how. I think z3-sys is the root cause in this instance.
