New window loses "Open in new tabs" setting

I check "Open in New Tabs" on one window. Any new tabs have the Desktop.

But when I open a new window, the new tabs don't have the Desktop. When I go to Settings, the checkbox isn't checked.

WinXP, latest Firefox (looks like Chrome).

... and it's Desktop 1.4.11.

I opened the Add-On Manager in each window, and the "Open in New Tabs" checkbox was checked. I closed the Desktop Options, but I left the Add-On Manager opened in one window.

Then I opened a new window (Ctrl-N).

I went back to the Add-On Manager which was left open in a different window, and opened Desktop Options. The checkbox was cleared for "Open in New Tabs."

Simply, opening a new window is clearing the "Open in New Tabs" checkbox.
