We just recently ran into the issue that we use dynamiccategory for filling our sales category with a check for special_price > 0. Problem now is, that the special price is only used in one storeview for a given product but as of now it is added to the sales category even if if the that storeview is not attached to a store that uses this part of the category tree (different root categories for different stores).
So it seems that the rule-check is using values regardless of the scope they are defined in.
