Move to the runtime ffmpeg

I did this for Blender recently, will do the same for Picard.

Not possible AFAIK. chromaprint is not compatible with ffmpeg 4.

Indeed, I just found out:

• avcodec_decode_audio4() and AVStream::codec are deprecated in FFmpeg 3.1 acoustid/chromaprint#33
• fpcalc crashes when computing fingerprint on some MP3 acoustid/chromaprint#54

Let's keep this open as a reminder to do it eventually, and to send people who ask us why we haven't done it yet.

I feel like I've gone down a rabbit hole and not sure where to post this. Could someone help, with either the problem, or where to take it?

fpcalc crashes on all m4a files.
