Import file with empty BUGID always end with bug id 0 does not found #1

Create following simple file (just ONE NEW ISSUE)
"Priority","ID","Assigned To","Status","Summary","Description"
none,,"u0113","assigned","Try to create NEW ISSUE","Does the pigs fly?"

Then after loading the file, DO NOT FLAG ANY 'primary key' checkbox.
Proceed with import

Seems issue arise because $t_import_mode, get default value 'by_id' and the code that get id from file, do not set it correctly to NULL
