Overview of missing regions, states, territories, provinces and muncipalities (AR, AU, BQ, ES, FR, GE, NL, PT)

I know including every region ever is impossible, but I still wanted to provide an overview of what is missing.

• AR - Argentina - Buenos Aires
• AU - Australia - 6 states, 3 territories & 7 external territories
• BQ - Caribbean Netherlands - 3 municipalities
• ES - Spain - 50 provinces
• FR - France - 39 provinces
• GE - Georgia - Abkhazia & Adjara
• NL - The Netherlands - 12 provinces
• PT - Portugal - Azores & Madeira

Hi, I considered doing a PR.
However, in order to do it properly, the data files for those countries need to be included in the data folder. Downloading those files costs about 300 USD.
Would it be possible to commit the missing data files?

I went ahead and made a PR for Spain. It only includes Autonomous Communities (not provinces).

Please consider merging it.
