Use AWS deployments

• opening up a port to the FPDCC's GIS database to the staging instance
• QA
• Set up RDS under FPDCC account
• Migrate RDS from DataMade account to FPDCC account
• set up production instance
• set up production deployment
• redirect DNS
• put heroku apps on maintenance
• remove all the heroku
• delete the RDS database under the datamade account

okay, i migrated the databases to RDSs owned by CCFP and put the heroku apps on maintenance mode.

asset-dashboard.datamade.us is the new staging
asset-dashboard-prod.datamade.us is the new production

when they get a domain name we can updated.
