send email notifications for upcoming license expiration

@jim-z Those questions I mentioned during our last meeting:

• How far in advance should these notification emails be sent? As of now I have them at 6 months.
• What information would you like in the notification? I imagine the name of the License as well as a link to the document in the app would be useful, but if there's anything else you would need, please lmk!
• How often should the system check for these expiration dates? Initially we thought every day, but that can change.

@xmedr surveyor's response was that he doesn't want to receive hundreds of additional emails about expiring licenses and would instead prefer a csv export at the beginning of each year with a summary of License that are scheduled to expire for the upcoming year. I guess they already have their own system for keeping track of expiration dates that they prefer to use and would rather just have an annual export to double check against their records. Is this an easy alternative on your end or does adding the csv export create a bunch of extra work?

@jim-z That totally makes sense. One email at the start of the year that contains that csv export is super doable! Do we have an idea of who we want to send this email to?
