Auto-publish now functional

GitHub actions are now configured to automatically merge any pull requests from existing contributors into main, unless they modify files that are protected as described in Framewiki:protection

Because GitHub actions won't run on pull requests from first-time contributors unless someone with write access explicitly tells them to, changes from first-time contributors still require manual intervention.

Update: Auto-publish now works for first-time contributors as well. See Framewiki: Contributing
