[Enhancement] Chat Sounds Module

Describe the problem

I'd like a sounds module that follows the fonts module logic.

• a list of sounds from LSM (if present) same as fonts
• a selection of ChatTypeInfo keys to optionally set sounds for ([CHAT_MSG_]SAY|PARTY|PARTY_LEADER|RAID|RAID_LEADER|GUILD|OFFICER .. etc)
• separate toggle for incoming / outgoing messages (not sure how broad use outgoing sound could get but it might be useful for visually impaired folks to know they actually sent that message and where)

What steps will reproduce the problem?

This is not a problem issue it's a feature request
