this PR modifies the tech to allow routing and auto-transitioning between the multiple cross sections defined in the PDKs

TODO:

add layer_transitions to PDK
get tests passing
implement for other PDK flavors
for rib, confirm if slab should be fixed width or fixed enclosure. if fixed enclosure, update cross section function
add demo of routing with auto transitions
