[FEATURE REQUEST] Error checking for masks that extend beyond cropped grid domains

@jennyfisher and @smm997 discovered that if the mask boundaries in HEMCO_Config.rc extend beyond the simulation domain (especially for cropped grids) then HEMCO can potentially interpret regional emissions as global emissions. See the writeup in issue in geoschem/geos-chem#1596.

We have since added documentation of this potential error to the HEMCO user's guide to alert users to this issue. However, we should also implement an error check into a future version of HEMCO to avoid this situation entirely.
