Add Participant Setup Instructions #1

Setup instructions should provide links to software that needs to be installed for Mac and Windows. Baseline requirements are:

GIT client (GitHub Desktop)
QGIS 3.*
GDAL (GISInternals build for windows)
SBT script
AWS CLI
IntelliJ IDEA 2019.3 (with Scala Plugin)
Docker for local Jupyter Notebook (optional)
