How to build/use in windows with a hotkey for recording? and transcript in clipboard? #2039

Is there anyway to build this in windows so that:

after pressing a global keyboard (regardless in which app/website/... you are) it starts/stops the recording?
it copies the transcription in the clipboard so that I can ctrl+v anywhere the transcription?

Any help is much appreciated!
