Allow resizing of the Particle Effect Management window

Description

Currently, the window size is fixed, leading to somewhat cumbersome user experience due to the need for extensive scrolling. To enhance user convenience and workflow efficiency, I suggest implementing dynamic sizing for the Particle Effect Management Window.

This enhancement will empower users to adjust the width and height of the window according to their preferences, eliminating the need for excessive scrolling and providing a more user-friendly interface. Or allow the window to be controlled via Popup Resize module.
