I confirm I have the same issue.
Based on chrome/chrome-driver mapping file: https://googlechromelabs.github.io/chrome-for-testing/known-good-versions-with-downloads.json
The URL have change from https://edgedl.me.gvt1.com/edgedl/chrome/chrome-for-testing/$CHROMEDRIVER_VERSION/ to https://storage.googleapis.com/chrome-for-testing-public/$CHROMEDRIVER_VERSION/
