Add command focus workspace next_on_output

I'd like to switch workspaces only on the currently active output/screen/monitor. i3 has prev_on_output und next_on_output for this.

Likewise, a command for focus output {left,right} and move {container,workspace} to output {left,right} would be awesome :-)
