Investigate solver error when running NE multiperiod_design_pricetaker_wTEALandSynhist.ipynb in CI

What we know

• The error doesn't seem to occur when running locally
• At the moment the affected cells (28 and 29) are skipped
• Depending on available time/resources, we'd probably want to have a better understanding of why the error is occurring.

TODO

• We most likely need additional diagnostic functionality in the notebook testing infrastructure to be able to e.g. expose the cell output when an exception is raised during notebook execution (this is being worked on within nbcheck

One low-hanging fruit could be to un-skip the affected cells and see if the failure is still present.
