Issue description:
The existing Project Settings page (not to be confused with the ProjectSettings class ref) is very barebones. It needs:

• A screenshot of the project settings window (which already exists in several other places).
• Description of how to turn on advanced project settings
• Documentation on how overrides work
• Explanation that many project settings are only read once on startup, and that many important settings must be changed at runtime in OS, Window, RenderingServer, etc.
• Perhaps a list of project settings categories and what they do. This information already exists in some other pages like Overview of debugging.
