It states in the file FONTLOG.txt that italic has been added to all font logs (as of 2013), but it does not work in Chrome (it does work in Safari) and there is no mention of italics what so ever on the website. What is the status of italics in general and italic+Chrome specifically?

Oswald's Italic styles have always been a work in progress, they have never been released on Google Fonts. What you were seeing before on your sites is faux Italics. Browsers are able to take a Roman font and apply a slant to it.
A week ago we updated the family and released it as a Variable font. AFAIK Chrome cannot faux Italicise a variable font yet. We are aware of this issue, google/fonts#2007.
I'll update the ReadMe so this leads to less confusion.
If you want fake Italics, you may want to host the static fonts yourself.
