What means being a maintainer?

Having write access to all repositories.

What are the requirements to become a maintainer?

You must have contributed significant changes to the project via pull requests ("significant" here means that it's not just a typo fix, but it depends on the concrete case, of course). 😉

How consensus is reached?

Unless it's trivial updates, ideally all changes to the code must go through the pull request process for review, even if you're a member. If there's no major opposition to your changes for some time (at least 24-48 hours), you're free to merge your pull request. Opposition for merged changes can still occur after the fact of merging by creating an issue or discussion.

Contribution process is subject to discussion, of course.
