Access present in Guardian and not in GCP

We have been facing some cases where users are reporting that they have access in Guardian but still getting access denied on BigQuery.

Approach to solve:

1. Add debug logs to identify the cause.
2. Each time we are granting an access, add a step to verify if that access has been granted in GCP.
