Improve Gradle public roadmap

The public Gradle roadmap could be improved to highlight more initiatives and to be explicit about what they are about and how to contribute. A few ideas:

• Use issues from repositories instead of separate issues which get stale
• Include key ecosystem initiatives
• Introduce standard issue templates. Each roadmap entry should reference relevant tickets/status boards, and provide evaluation and contributor guidelins
