I think it might be useful to have a separate page to browse all available categories/tags.

I.e something like that:

_categories

not sure how to do it properly but my first attempt can be found here

I was thinking of something similar. Most users will have a small number of categories, so a full page for just listing categories would look pretty empty. Currently, the categories are on the RHS of every article page. Perhaps we could also put them on the home page somehow, say before or after the articles. Thoughts?

Dunno.

I can easily imagine number of tags near 30-40. And I suppose I will put there some additional info about count of article in this category as well as latest publish date. But that's me.

In general, yeah, probably a small cloud of tags on the home page will be the best solution.
