Move API keys from S3 to Dynamo #2999

Short description

It would be preferable to store API keys in DynamoDB rather than a collection of files in S3.

More obvious API key management
Better UI
No need for in memory cache
Opens door to record API usages/implement limits

An attempt was already made at this in #2313.
