Make mkdir() permissions configurable #87

When using mkdir(), the permissions are always set to 0777, or example:

h5p-php-library/h5p.classes.php

Line 1778 in 4c973c3

mkdir($tmpPath, 0777, true);

If the second argument is made configurable, then in Moodle plugin the setting:

$CFG->directorypermissions

Could be used for the permissions.
