I saw there was another issued (closed) about this but I still cannot figure out how to import profiles. I use both qTox and toxic. The files for each profile are in .config/tox and each profile has a .tox, .db and some also have an .ini as well as avatars in the avatar/ folder. Trying to copy any of these files into .weechat/tox doesn't do anything; /tox list doesn't show any profiles.

How does this work?

Try this: Use /tox create foo to create a new profile and then /save and /bye

Look for the tox profile file in ~/.local/share/weechat/tox/foo - it should be an (empty) tox profile. Copy the .tox file from qtox or toxic over that file, or symlink to that file. The extra settings that qtox or toxic keep in other files won't be recovered.

When you start up weechat again it should be using the copied or symlinked profile. I'm not sure if any settings for things like proxies are recovered from the tox profile: you may need to edit ~/.config/weechat/tox.conf to make the settings line up. YMMV.
