While easily doable by providing adding vst_scan=2 to the REAPER section of the initial INI, this needs more thinking:

It will also disable scanning of REAPER-only plug-ins in the UserPlugins/FX folder, which is counter-productive especially if one wants to install Helgobox
It doesn't cover CLAP scanning
