Make NotEnoughResources read from server side Oregen Configs when playing on a server. #27

For whatever reason NER is only pulling Oregen information and not the server, meaning that NER will provide false information to players if their worldgen is different from the worldgen available on the server their playing on. This wouldnt be that hard of a fix i think, just make it check if NER is present on the server then make NER pull its information from the Server Configs instead of the Client Configs.

haha ^^, i just noticed this cause i'm using a special worldgen i've made for our testing server on RR.
