Imagine you've got a document and it's in es, and you're currently translating it into gn.

You could imagine a button to create a new document with the same source language, and the user can pick an appropriate language pair. Maybe you just made a new es-qu document with no translations yet?

(how do you detect whether this has happened already? we don't want it to happen twice for the same language pair.)

Can all users take this action?
