xml2rfc mirror archive

https://github.com/ietf-ribose/bibxml-data-archive/ is synced via xml2rfc.tools.ietf.org::xml2rfc.bibxml, and (WIP) contains both original XML files and “sidecar” YAML files describing how they map to Relaton resources.
