Summary of issue
PR templates were broken because GitHub applies them (as lying in
.github/PULL_REQUEST_TEMPLATEfolder) only using new PR query param; also,.github/pull_request_template.mdwill be used as template for PR by default.Summary of change
Removed separate PR templates because they were the same and created single PR template file.
Testing approach
Create new PR (when this branch will be merged).
