If Mod Settings is enabled, the game has a failure to launch. Moments after attempting to start, the game's exe file just abandons task manager and calls it quits without any visible-to-end-user error of any kind. Not even the new error message they added.

Not sure if any logs are recorded or where to look.

Can confirm, red4ext.log gets as far as loading mod_settings.dll and then cuts off abruptly.
